Of course Howard did. He gave away $billions narrowly targeted to his swinging voter base; Howard's "battlers". Encouraged them to spend up big, pushing up housing prices and adding to inflation. Re-election bribes via the hip pocket nerve. It was all squandered on people who a lot of them didn't need it.
