If it wasn't so serious it'd be funny. These are new laws passed in Victoria recently. Sounds like what they have in New South Wales here, the move on order. Here they kept a special law bought in for when Bush was here for APEC. Think it's called "failing to follow a police directive". So if they tell you to piss off and you don't, they've got you.
