OMG! Is this where half of Australia starts panicking? BTW that figure is for adults over 18 years old. If you consider the amount of "illegal" downloading that under 18's do I'd reckon there'd be a lot more than half of Australians that are doing it. So what are they gonna do? Bust half of Australia? Eleven or twelve million is a huge letter run if they want the ISP's to send out some kind of threatening letter that means nothing; after all, the only thing they can prove by the metadata is that you were at a site or something. Just don't seed.
The US evil corporation has also said there's a whole bunch of people that it wouldn't go after; like those on welfare, those with mental illness (well I'm up for two there) and those in the army. That last one's a bit weird.
