It took over 5,000 deaths of US citizens before Reagan even mentioned AIDS for the first time.
The White House press conferences are full of laughter, even jibes about gays "cruising" (should those in Africa should have stopped having hetro sex then?). The speaker even reported after retirement that he made stuff up and attributed it to president Reagan.
